The Toronto multiplex playbook.

Everything owners and investors ask us about developing fourplexes and sixplexes in Toronto, zoning, costs, financing, timelines and returns. Straight answers, no jargon.

Missing middle housing describes the missing-middle home types that sit between detached houses and mid-rise apartment buildings, duplexes, triplexes, fourplexes, sixplexes, and laneway or Alternate Dwelling Units. For decades, restrictive zoning made these forms nearly impossible to build in most Toronto neighbourhoods, which is why they went ‘missing.’

Toronto’s Multiplex By-law, enacted in 2023, changed that by permitting multiplexes as-of-right across residential areas. These buildings typically read like large houses on the street, fit existing infrastructure, and deliver larger, more liveable units than a typical condo, often with private outdoor space. Projects are frequently described as ‘4+1’ or ‘6+1,’ meaning the units in the main building plus one additional garden or Alternate Dwelling Unit.

On acquisition, we underwrite each site against a long list of variables, zoning, setbacks, servicing, severance potential and the proforma, often alongside trusted architects, planners and engineers. On approvals, we manage everything from preliminary drawings and zoning analysis to Committee of Adjustment representation and building-permit submissions. Construction is our core craft, delivered durably and finished to lease quickly. Financing is coordinated across the project, from land purchase through construction to permanent CMHC takeout.

For a typical 4+1 or 6+1 project, permitting commonly takes a handful of months after purchase, with construction completing within roughly nine to eleven months of permit approval, a total timeline often in the range of about a year to fourteen months.

Larger lots that require a land severance to create two or more semi-detached buildings with their own suites take longer to permit and build. Every project is different, so we provide a site-specific schedule before you commit. Our priority is disciplined execution, speed matters, but never at the expense of quality.

Yes. As of late 2023, the federal government removed HST on purpose-built rental housing with at least four units, available as a 100% rebate. In practice this can reduce total project costs by roughly 13%, improving both profitability and cash-flow requirements.

Suppliers and trades still charge HST on their invoices, but the rebate can be recovered through a defined process, one Reside helps coordinate. Tax rules change, so we confirm current eligibility on every project.

Recent policy has exempted many small-scale multiplex projects, fourplexes and sixplexes, plus a garden or Alternate Dwelling Unit, from development charges. Because a single three-bedroom unit can carry roughly $45,000 in charges, the exemption can save a developer hundreds of thousands of dollars on one lot.

Fourplexes are permitted as-of-right across Toronto, and sixplexes are permitted as-of-right in a defined set of wards. These exemptions and permissions are policy-dependent and can change, so we recommend confirming current rules early, and taking advantage of favourable conditions while they last.

We focus on ground-up new builds. In a city where many homes are approaching a century old, keeping legacy foundations, wall assemblies or services introduces structural uncertainty, complexity and cost-overrun risk, and can compromise quality and appraised value over time.

New construction is a clean slate: optimized layouts, higher ceilings, better durability and predictable execution. Total hard costs are usually competitive with a major renovation, and lenders, appraisers and tenants tend to prefer new builds, which also carry comprehensive new-home warranty coverage.

CMHC MLI Select is a mortgage-loan-insurance program for multi-unit rental that rewards projects scoring on affordability, energy efficiency and accessibility. The more points a project earns, the better the financing terms, potentially higher loan-to-value and significantly longer amortizations.

We design our buildings to score on energy efficiency, verified through proper energy modelling, because it’s usually the most financially feasible of the three criteria. Stronger terms mean better leverage and healthier long-term cash flow for owners and investors.

Even though fourplexes and many sixplexes are as-of-right, zoning still limits side-yard setbacks, height, landscaping and more. Going to the Committee of Adjustment to request minor variances lets us unlock a larger building envelope, and that extra envelope is often where the returns live.

The hearing typically adds a few months to the timeline, but accepting a smaller footprint just to save that time is usually a poor trade on a seven-figure project. We coordinate the strategy, submissions and representation, working with strong planners to position each application for approval.

New-build multiplexes in Ontario are covered by Tarion-standard new-home warranty protection, commonly structured as one-, two- and seven-year coverage spanning workmanship and materials, building systems and water penetration, and major structural defects.
